World’s Leading Physicist Says Quantum Computers Are “Tools of Destruction, Not Creation”

Am I mistaken in thinking that an easy way to thwart quantum computers attempting to break encryption or passwords would be to simply physically allow only one attempt per, say, five seconds? A one-in-a-billion chance per attempt would thus take almost 160 years.
